Howard County schools Superintendent Michael E. Hickey announced the transfers and promotions of 31 school administrators last night, including the principals of Atholton, Glenelg and Wilde Lake high schools.
Hickey also revealed that County Executive Charles I. Ecker has agreed to set aside about $2.8 million in extra school construction funds for next year -- enough for the school board to complete some, but not all, of its planned construction for next year.
In announcing the administrative transfers, Hickey acknowledged that they can be "disruptive and upsetting" but said his "ultimate responsibility is to consider the needs of the system as a whole."
All of the administrative changes will take effect July 1, Hickey said.
The transfers of principals include:
pTC Roger Plunkett, from Atholton High to Wilde Lake High.
Bonnie Daniel, from Wilde Lake to Glenelg High.
Jim McGregor, from Glenelg to Atholton.
Dan Michaels, from Oakland Mills Middle to Glenwood Middle.
Orrester Shaw, from Talbott Springs Elementary to Bryant Woods Elementary.
Susan Webster, from Bryant Woods to special assignment until January, when she will become principal of the elementary in Glenelg that is to open in fall 1998.
Hickey said he hopes that Webster will be able to use her time on special assignment to share the successful reading program developed at Bryant Woods with other Howard elementaries.

Brad Herling, from Waterloo Elementary to Clarksville Elementary.
Bill Jenkins, from Clarksville Elementary to Elkridge Elementary.
Kathy Kreidler, from Forest Ridge to Waterloo.
Steve Meconi, from West Friendship Elementary to Deep Run.
Jane Sims, from Phelps Luck Elementary to Worthington Elementary.
Opal Sterrett, from Talbott Springs to Hammond Elementary.
Sana Wilson, from Elkridge Elementary to Phelps Luck.
Barbara White, from Hammond Elementary to West Friendship.
Susan Hunt, from special assignment to Patuxent Valley Middle.
Yvonne Smith, from Clarksville Middle to Owen Brown Middle.
Lin Bartle, from Glenelg High to Hammond High.
