The House refused, 181 for and 216 against, to gut a proposal that public housing residents perform eight hours of community volunteer work each month or enter job training. The new requirement would apply to able-bodied adults except the elderly and those already working or getting trained.

Senate: Alexis M. Herman

By a vote of 85 for and 13 against, the Senate confirmed Alexis M. Herman, 49, as secretary of labor. Republicans allowed the nomination to go forward after President Clinton dropped plans for an executive order giving unionized companies preference in obtaining federal contracts. Herman was White House director of public liaison in the first Clinton presidency.

A yes vote was to confirm Herman.
