2 Men, Teen Charged With First-degree Murder

Two men and a youth, who were arrested Wednesday night after one of them was shot by a Baltimore County police officer in Rosedale, have been charged in a slaying in East Baltimore minutes earlier, city police said.

Homicide Detective Donald Kramer said Theodore Helms, 20, of the 200 block of N. Milton Ave. was fatally shot and Kevin Cade, 17, of the 1200 block of N. Bond St. was wounded in the right arm about 8: 15 p.m. Wednesday in the 2400 block of Jefferson St.

About 15 minutes later, county Officer Michael Cortez stopped a Ford Tempo at Pulaski Highway and Chesaco Avenue for a traffic violation, according to Bill Toohey, county police spokesman.

While talking to the driver, Cortez saw the front-seat passenger, a 16-year-old boy, lunge for a handgun, Toohey said. Cortez shot the youth and the driver sped off. After a brief chase, the car was stopped.

Kramer said Nyerre Carter, 20, of the 200 block of N. Belnord Ave., DeShawn Monroe, 20, of the 1500 block of Holbrook St. and the teen, all city residents, each were charged with first-degree murder.

Kramer said a 9 mm handgun used in the slaying was recovered.
