Baltimore County Police Chief Terrence B. Sheridan announced yesterday that he is combining under one area commander the Towson and Parkville-White Marsh precincts, and the Garrison and Cockeysville precincts under another.

Maj. Michael H. Stelmack, who heads the Towson precinct, will begin his job as area commander for Garrison and Cockeysville on Monday. He will replace Majs. Adam F. Starr and Linda G. Burleson.

Starr, the former commander at Garrison, was transferred to the Field Operations Bureau after he was charged in January with sexually harassing a female co-worker. His administrative hearing on that allegation is scheduled for June 10, said police spokesman Bill Toohey.

Burleson was transferred in January from Cockeysville to a major's position in the Technical Services Division.

Maj. Jeffrey M. Caslin, who heads the Parkville-White Marsh precinct, also will command Towson beginning Monday, Toohey said.
