The investigation was aimed at street dealers to reduce the availability of drugs such as crack cocaine and marijuana on the street, police said.

The arrest Friday followed nine others since Jan. 31. Police expect to make five more arrests.

Susan C. Devincentz, 26, of the first block of Manchester Ave. was charged with possession of cocaine, conspiracy to possess cocaine and possession of paraphernalia, police said.
