Raymond D. Thomas elected president of COMSAT RSI

COMSAT RSI announced the election of Raymond D. Thomas Jr. as president of the COMSAT Corp. subsidiary. He had been serving as acting president after the retirement last year of Richard E. Thomas (no relation). Before the assignment as acting president, he was vice president and general manager of the business unit of RSI's Global Communications Systems.

An MBA graduate of George Washington University, Thomas joined the Bethesda-based satellite communications and products company in 1988 as vice president of finance and administration for its systems division. Later he was named vice president of fixed Earth station systems. J. Dashew, provider of equipment sales and service to the garment industry, has appointed Bill Spangler as president. A 35-year employee of the century-old Southwest Baltimore-headquartered company, Spangler had been vice president and chief operating officer. Known for outstanding customer relations, he has won several industry awards for machinery design as well as in the areas of customer service and sales.

Gerard F. Murphy chosen Columbus Center controller

Columbus Center, the marine biotechnology research and education center at the Inner Harbor, has chosen Gerard F. Murphy as controller. He will have responsibility for daily accounting activity, as well as internal and external financial reporting.

Before joining the Columbus Center, the Loyola College MBA graduate was senior financial analyst with R.J.O. Test Engineering Systems Group in Hunt Valley.

RMR & Associates appoints Cynthia Nelson to PR post

RMR & Associates appointed Cynthia R. Nelson as a public relations account manager.

Before joining the Rockville-based ad and public relations firm that specializes in high-technology clients, Nelson was a reporter and technology editor with the Gazette Newspapers, a subsidiary of the Washington Post Group.

Goldberg Hodes Strouse names Sagal to position

Goldberg Hodes Strouse Communications, a Towson-based public relations and ad agency, named Caryn R. Sagal as senior account executive. She will supervise the account staff, strategic planning and conduct new business development. A member of Phi Beta Kappa, she is active with the Public Relations Society of America and the Baltimore Public Relations Council. The Pikesville resident graduated from the University of Maryland College Park.

Banking and finance

Allen, Palmer are given appointments at bank

The Columbia Bank announced the appointments of William J. Allen as vice president, residential mortgage lending, and Scott E. Palmer as a branch manager.

Allen will oversee all functions of the residential mortgage section, including construction loans and servicing administration and correspondent relations.

Palmer will manage all operations, including new business development, at the bank's newest office at the Long Gate Center Ellicott City. Baltimore Life Insurance Co. has chosen Barrett Freedlander as general counsel and corporate secretary. While retaining his partner status with a major Baltimore law firm, he will oversee all legal operations for the 114-year-old locally headquartered mutual company.

A law graduate of the University of Maryland, the Roland Park resident is a member of the Maryland and Washington bars and is active with the litigation section and the committee on torts and insurance practice of the American Bar Association.
