Gary names Lehman to ethics commission

County Executive John G. Gary has named Joel Dan Lehman, a retired supervisor and senior analyst with the General Assembly's Department of Fiscal Services, to the county ethics commission.

Lehman, 63, will serve the remainder of a four-year term left vacant by H. William Gardner, who resigned in December after Gary's office pointed out to him that he could not serve on the commission if he did not live in the county, said Lisa Ritter, Gary's spokeswoman.

Gardner, formerly of Severna Park, moved to Queen Anne's County, she said. The term expires in April 1999.

Gardner was the only member of the commission to argue that it should hold hearings on charges that Gary had bypassed civil service procedures to hire former campaign workers and State House staff members. The commission decided in November not to hold hearings.

The County Council approved Lehman's appointment last week.

Gary met Lehman during his 12 years in the House of Delegates, according to a news release. Lehman worked for the Department of Fiscal Services from 1970 to 1992.

The Edgewater resident is married and has two grown children.
