Signet promotes Heavner to senior vice president

Signet Banking Corp. selected Ann D. Heavner as a senior vice president; she will have responsibility for the bank's Columbia processing center. She joined the bank in 1987 from Union Trust, where she was a vice president. She is a business graduate of Loyola College and of the Maryland Banking School. Shapiro and Olander announced that Bruce F. Taub joined the law firm as a member. A specialist in corporate, real estate and banking law, he will be the resident partner of the Columbia offices. Active in civic affairs and president of the Howard County Chamber of Commerce, Taub sits on the boards of several corporations. He received his legal education at the California Western School of Law and has a graduate degree in taxation law from Georgetown University Law Center. VIPS Healthcare Information Solutions named Robert P. Dolan vice president of sales. Before joining the Towson-based company, which develops health care management software and support systems, the Chester, Pa., resident was a vice president with GMIS. Force 3 Inc. appointed Vince Bucci vice president of sales. He will direct all national and governmental sales activity. In addition, Jim Cook was promoted to director of sales for the Crofton-based computer systems integrator and Kari Vickerman, formerly with Lockheed Martin Commercial Aerospace Co., was named marketing coordinator.

Columbia Consulting Group names managing principal

Columbia Consulting Group announced that Julie Mercer joined the international executive search firm as a managing principal. Formerly, she had her own consulting practice and also held senior positions in business development within the advertising industry. A graduate of Marshall University, with graduate work at Harvard Business School, she is active in community and cultural affairs. Sass & Associates named Bruce R. Mundle to the new position of director of business development. In addition to developing new business for the agency, he will assist clients with strategic planning. An international yachtsman and sportsman, he was president of Beneteau (USA) and was with Yachting magazine before joining the Annapolis-based marketing communications firm. A graduate of the University of New South Wales, he lives in Annapolis.
