Havre de Grace official surrenders in sex case Councilman Maslin, also charged in child abuse, is free on bond

A Havre de Grace city councilman surrendered to authorities yesterday on sexual offense and child abuse charges.

Charles A. Maslin III, 37, surrendered at the Harford County Sheriff's Office after being indicted Tuesday in Harford County District Court on two counts of second-degree sexual offense, bTC one count of third-degree sexual offense and one count of child abuse.

Officials in the Harford County state's attorney's office said the charges stem from incidents alleged to have occurred in 1978 and 1982, but would not release specifics.

Maslin, who owns Ice Dreams ice cream parlor and Quackers Comedy Club in Havre de Grace, was released yesterday on $100,000 property bond. He could not be reached for comment yesterday.

Maslin was elected to the council last year.
