Expos: Purchased contract of OF Vladimir Guerrero, 20, from Harrisburg, where he was Double-A Eastern League MVP. Designated P Scott Gentile for assignment.

Indians: Recalled P Joe Roa from Triple-A Buffalo. Put IB Herbert Perry on 60-day DL.

Marlins: Recalled P Livan Hernandez (Cuban who signed four-year, $4.5 million contract this year), P Bill Hurst, P Andy Larkin and IF Ralph Milliard from Double-A Portland.

Padres: OF Todd Steverson cleared waivers and was outrighted to Triple-A Las Vegas.

Phillies: Claimed P Glenn Dishman off waivers from Padres. Moved P Bobby Munoz to 60-day DL. Activated P David West from 15-day DL.

Royals: Signed P Tim Belcher for two years.

Tigers: Reassigned pitching coach Jon Matlack within organization.

Bowie (Double-A): Named Matt Diehl (Dulaney High, Salisbury State, Broadcasting Institute of Maryland) assistant director of public relations and broadcasting. Named Kia Danita Dean (Olney) special projects coordinator.

Hawks: Signed F Tyrone Corbin and F Willie Burton.

Boise State: WR Greg Thomas was declared ineligible for football team.

UMBC: Named Bill Zotti assistant men's basketball coach; he had been assistant at Kean College and was team manager at Seton Hall.
