Man, 40, charged in sex offenses

A New Windsor man was arrested Saturday night and charged with multiple offenses, including an accusation of performing a sex act on a 5-year-old girl, according to state police in Westminster.

A man was visiting the victim's home in New Windsor and had been on the front porch drinking, police said. About 9: 30 p.m., police said, he entered the home and told the victim's 8-year-old brother to watch the weather for him, then left by the front door but re-entered through an unlocked rear door and went into the girl's bedroom.

The boy told police he went to check on his sister and saw the man, who fled, according to the report.

The man was treated at Carroll County General Hospital for "pain in his side" and "numerous cuts and abrasions as a result of several citizens detaining him before police arrived," according to the police report.

Gary John LeBlanc, 40, was arrested about 10 p.m. and taken to the Westminster barracks. He was charged with first-degree burglary, a second-degree sex offense, an unnatural and perverted sex practice, assault with intent to commit a sex offense, and battery.
