Finksburg man charged in sexual offenses at party

A Finksburg man was arrested early yesterday and charged with third- and fourth-degree sexual offenses against a friend's date, according to charging documents.

Kenneth W. Stanley, 28, of the 3900 block of Sykesville Road also was charged with three counts of battery. Stanley was being held on $25,000 bond at the Carroll County Detention Center, state police said.

Police said several people had been partying at a home in the 3200 block of Sykesville Road. A woman reported that she woke up about 3: 20 a.m. to find a man naked on the sofa with her.

When her boyfriend came in, the man punched him and ran outside and threw a small bicycle at a neighbor, police said.

Westminster senior attends Girls Nation session in D.C.

Shannon Merlo, a Westminster High School senior, recently met with U.S. Sen. Barbara A. Mikulski during a Girls State/Girls Nation mock legislative session in Washington.

Sponsored by the American Legion Auxiliary, Girls State/Girls Nation is a national program that provides teen-age girls with a chance to learn firsthand how government works.

Girls are chosen by their peers during a campaign to attend the one-week mock session. The girls debate and pass legislation that they give to the president in a ceremony at the White House.

Shannon was one of two Maryland representatives at the 1996 Girls State/Girls Nation session.

Westminster: A resident of Baltimore Boulevard told police her vehicle was scratched Wednesday while it was parked at 140 Village shopping center. Damage was estimated at $150.
