Waverly Woods' tee time expected to be fall 1997 Construction begins on Howard County course

When ceremonial shovelfuls of dirt were turned over on the Waverly Mansion property in Howard County yesterday, they brought to fruition one of the possibilities of a real estate investment made some 30 years ago. They marked, too, the beginnings of a new public golf course.

After the official groundbreaking, construction began on Waverly Woods Golf Course, located on Marriottsville Road just north of its intersection with Interstate 70. The first nine holes and a driving range are due for completion in the fall of 1997, followed by the second nine in the summer of 1998.

The upscale daily-fee course, to be built on 270 acres, will have four sets of tees, bent grass, and will play from 5,500 to 7,000 yards to a par 72. Fees are expected to range from $35 to $50.

Arthur Hills is the architect and the design and construction is under the supervision of a company headed by Joe Hills, Arthur's son, and Tom Healy, Montgomery County residents and friends since their college years at Notre Dame.

The younger Hills was working for his father when they received the design contract six years ago, and since then the project and its backers have weathered a series of problems to reach the building stage.

Don Reuwer, a Howard County businessman, was part of a group called GTW that bought the 680-acre property in the mid-1960s. The forested land was patented in 1726, and the earliest part of the mansion house, now owned by the county, was built in 1760. Later, it was the home of two Maryland governors.

"We really started thinking about a golf course in 1980," Reuwer said of the land. Eventually, too, there will be 1,013 homesites in a planned community.
