Howard County drug detectives arrested and charged four men yesterday after an undercover drug buy in North Laurel netted about 5 1/2 ounces of crack cocaine.

Charged with possession with intent to distribute cocaine, possession of cocaine, conspiracy to distribute cocaine and theft were: Jose Lopez of Arlington, Va., Edgar Raoul Hernandez of Hyattsville, and Masa Fernando Allande, 19, and Oscar Neido Morales, 22, both of Washington, police said.

Hernandez, Allande and Morales each were being held at the Howard County Detention Center on $25,000 bond, a Howard District Court commissioner said. Lopez, who also faces separate drug distribution charges, was being held on $50,000 bond, the commissioner said.

According to police, an undercover officer met with Lopez in the 9800 block of U.S. 1 about 5: 30 a.m. yesterday.

Lopez arrived in a rental car about 5: 30 a.m. and was arrested by detectives. Officers also arrested three men who were watching nearby in a 1989 Toyota reported stolen from College Park.

Police said 151.6 grams of crack cocaine -- worth $15,000 on the street -- were found in the front passenger seat of one of the cars.
