Aim is to encourage recycling, but effect is uneven, some say

After years of nudging residents toward recycling, Howard County tomorrowbegins limiting the amount of nonrecyclable trash it will pick up -- and will charge each household $125 a year for the service.

County will continue picking up recyclables with no limit.

* Ellicott City Historic District

Commercial property owners must pay $500 a year for county pickup. (County does not pick up commercial trash in other areas.)

Property owners may pass cost along to tenants.

No recycling.
