Norbert 'Joe' Rottloff Jr., 42, city planner in Florida

A memorial Mass for Norbert "Joe" Rottloff Jr., a Lutherville native who had been planning director for Plantation, Fla., since 1989, will be offered at 10 a.m. today at the Roman Catholic Church of the Nativity, 1800 Vista Lane, Timonium.

Mr. Rottloff, who was 42, died May 17 in Florida of an apparent heart attack.

He began his city-planning career in 1979 with Manassas Park, Va., and was chief of comprehensive planning for Coral Springs, Fla., before taking the Plantation job.

A 1971 graduate of Calvert Hall College, he earned his bachelor's degree in sociology from the University of Maryland in 1975, adding a master's degree in city planning in 1979.

A memorial service was held May 22 in Plantation.

Survivors include his wife of 11 years, the former Regina Carroll of Sunrise, Fla.; a son, Edward "Kerry" Rottloff; his father, Norbert J. Rottloff Sr. of Lutherville; a brother, Paul M. Rottloff of Virginia Beach, Va.; and two sisters, Rosemarie A. Rottloff of Baltimore and Jean Marie Sapp of Doylestown, Pa.

Dawn Renee Befano, 20, Frederick college student

A Mass of Christian burial for Dawn Renee Befano, a college student who also reviewed books for her local newspaper, will be offered at 10: 30 a.m. today at St. Peter the Apostle Roman Catholic Church, Route 75 in Libertytown.

Miss Befano, who was 20 and had suffered from chronic depression, had been missing from her parents' Frederick home since Oct. 29, 1995. Her body was recovered from Lake Linganore on Monday. Her father said she took her own life.

She graduated from Linganore High School in 1992 and at death was a Frederick Community College student. She also had attended the University of Maryland at Baltimore County.

She reviewed books for the Mount Airy Gazette and composed poetry. She created metal sculptures, which were exhibited at Frederick Community College.

Survivors include her parents, Lou and Jeanne Befano; a brother, Brian Befano of Frederick; a sister, Karen Befano of Frederick; paternal grandparents, Peter and Frances Befano of Little Egg Harbor, N.J.; maternal grandparents, Charles and Grace Mascott Columbia; and a companion, Kelly Cornelius of Frederick.
