Biggs to head new technology services department

Richard V. Biggs Jr. -- who already oversees many of Howard County's computer services -- has been named head of the county's new, 105-worker Technology and Communication Services Department, which comes into existence July 1.

The department, an initiative of County Executive Charles I. Ecker approved by the County Council this year, combines technology services from several departments and has a budget of $8.6 million. It will have authority over computerized mapping, the county's cable channel, 911 dispatch communications, telephones and information services.

"The overwhelming priority is to weld these things into a consistent plan for technology," said Biggs, the administrator of information systems services since 1991. "We want to get the biggest bang for our technology buck."

One of his top goals will be completing the county government's computer network. The network has 800 county computers linked. One hundred others should be connected to the system in 18 months, he said.

Biggs will be paid $80,548 a year. His current salary is $74,775. Ecker appointed him.
