Doctors Health System said it made a deal with a Hagerstown medical practice that allows the fast-growing Owings Mills firm to expand its network of physicians into Washington County.

Quality Health Care IPA appointed Doctors Health as the exclusive agent for its doctors in negotiating with managed care organizations. Quality Health has 18 doctors and four nurse practitioners who serve more than 40,000 patients.

Financial terms of the deal were not disclosed.

Doctors Health is a 2-year-old, physician-owned company that has merged independent medical practices in a bid to give health care providers more control of patient care by giving them more leverage in talks with health maintenance organizations.

It was formed in response to providers' complaints that insurance companies have usurped too much of doctors' authority to choose patients' treatments. More than 350 primary care doctors and obstetricians are part of Doctors Health's network, and the company said in March that it has filed with the U.S. Securities and Exchange Commission in anticipation of possibly going public.
