House: Terrorism Bill

The House passed, 229 for and 191 against, a bill (HR 2703) expanding federal authority to fight crime at home and terrorism both at home and abroad. The bill is a response to April's Oklahoma City bombing, but was stripped of its toughest measures against terrorism (see next vote). Among remaining provisions, it gives law enforcement agencies more leeway to probe private lives of suspects, outlaws financial support of targeted organizations and tags explosives to determine their origin.

A yes vote was to pass the bill.

House: To Change Bill

By a vote of 246 for and 171 against, the House removed key law enforcement provisions from HR 2703 (above). The amendment was backed by the National Rifle Association and the American Civil Liberties Union. In part, it stripped away expanded investigative powers into airline bookings and other areas of private life.

A yes vote supported the amendment.
