Delegate Leopold named to federal disabilities panel

State Del. John R. Leopold has been appointed to the Federal Interagency Coordinating Council for Children with Disabilities by Education Secretary Richard W. Riley.

The three-year appointment will entail coordinating federal services for children with disabilities and allocating resources for those services.

The Pasadena Republican is a member of the Governor's Committee on Employment of People with Disabilities and chairman of the board of directors of the Anne Arundel County Committee for the Employment of Persons with Disabilities.

Man arrested after scuffle on nightclub parking lot

County police wrestled with and arrested an Arnold man Sunday on the parking lot of a Pasadena nightclub after he refused to leave the scene of a brawl.

Walter Charles Stevens, 36, of the 800 block of Clifton Ave., was charged with disorderly conduct, battery, disobeying police and resisting arrest. He was released on $2,500 bond.

Officers Andrew A. Klausing and Geoffrey C. Daul went to A. L. Gators in the 8500 block of Fort Smallwood Road shortly after 1 a.m. to break up a fight.

After they separated one group of combatants outside the bar, a man walked out and began arguing with another patron, police said. The officers separated them and told one of them to leave, but the man refused, telling the officers it would "take more than two of you to take me," police said.

The man walked across the street with police following him, turned and again told police it would take more than two officers to arrest him, police said. When the officers tried to arrest the man, he began to struggle and kicked Officer Daul in the leg several times. Officer Klausing sprayed the man in the face with pepper spray, police said.

After pulling free and running, the man was stopped and ordered to the ground. When he refused, Officer Daul hit him in his upper left leg with a baton and Officer Klausing hit him in the right leg, police said. After a brief struggle, the officers handcuffed the man.
