Glendening selects Carroll County's Willis to fill state delegate position

Citing her longtime business experience, Gov. Parris N. Glendening appointed Ellen L. Willis yesterday to the state delegate seat vacated this month when Richard N. Dixon became Maryland's treasurer.

Ms. Willis, 48, for many years a Democratic activist, was one of two nominees submitted to the governor by the Carroll County Democratic State Central Committee yesterday. The other was Cynthia Cummings, 54, of Silver Run. "Ellen will represent the citizens of Carroll County and Maryland very well," the governor said. "She is a pro-business and pro-jobs Democrat, which is the LTC result of her broad private-sector business experience." The governor said Ms. Willis' experience and her understanding of a strong private-sector economy would "be critical" as his administration and the General Assembly work to stimulate job growth. Ms. Willis, director of business training at Carroll Community College, will be sworn in at 9 a.m. today in the House chamber.
