New positions

Allstate Leasing names Scholle vice president

Allstate Leasing Inc., the Owings Mills-based motor vehicle leasing firm, announced the selection of Richard J. Scholle as vice president of the equipment division, where he will oversee the syndication and credit departments. He formerly was a vice president of M&I First National Leasing Corp.

The Learning Group appointed Bruce Barkley vice president of the Rockville-headquartered human and organizational development firm. He joins the firm after four years as a consultant in organizational development; he was also with the University of Maryland as director of total quality and assistant director of instructional development.

Monarch Services names Mendelsohn sales manager

Monarch Services, a division of Baltimore-based Monarch Avalon Inc., appointed Al Mendelsohn as sales manager for the envelope manufacturer and printing house.

Whiteford, Taylor & Preston elects four partners

Whiteford, Taylor & Preston elected four partners: Peter A. Guattery, labor and employment law; Lisa A. Kershner, government affairs; Joseph N. Schaller, real estate transactional law and residential/commercial real estate finance. They practice Baltimore. Natalie C. Magdeburger, litigation and insurance, practices in the Towson office.

Tri-Home Health names Evelyn therapy coordinator

Tri-Home Health Care & Services, a member of the Helix Group, named Allyson Evelyn to the newly created position of occupational therapy coordinator. A Baltimore resident, she is a graduate of Towson State University. Prior to joining the Helix organization, she had her own occupational therapy practice in New Jersey.

Banking and finance

Signet promotes Muccioli to senior vice president

Signet Bank announced the promotion of Gerald A. Muccioli to senior vice president within the bank's premium finance lending group. He is currently involved in software application development and financial model- ing. A business administration and economics graduate of Towson State University, he is doing graduate work at the University of Baltimore.

Harms & Associates, a civil engineering firm headquartered in Pasadena, announced that David Ready joined the company. An engineer and urban planner with more than 23 years' experience, Mr. Ready has spent the last four years as a private consultant and has worked on several international projects.

Commercial real estate

Preston Partners names Colhoun vice president

Daniel W. Colhoun III has joined Preston Partners Inc., a commercial real estate services company, as vice president. He is responsible for institutional sales and leasing.

Miller Corporate hires Olschansky

Miller Corporate Real Estate Services, with offices in four states and Washington, D.C., named Gary Olschansky vice president, retail sales. He will specialize in retail tenant representation, retail property leasing and sales.
