TOWSON — City officials have reached agreement with three of seven property owners on The Block to buy their buildings to make way for a parking garage across the street from the new headquarters of the investment firm Alex. Brown Inc.

The other four owners have filed petitions in Baltimore Circuit Court, asking the court to determine the fair market value of their buildings, officials said.

The city agreed to pay $494,000 for 304 E. Baltimore St., an amount equal to the appraised value, and a total of $649,000 for properties at 308 and 310 E. Baltimore St., 10 percent above the appraised values, officials said. Another $1.5 million has been approved for the condemnation of the other four Block parcels needed for the garage.

Premature baby found dead in West Baltimore rowhouse

Baltimore police are searching for the mother who delivered a premature baby found dead Tuesday night on a couch in a West Baltimore rowhouse occupied by squatters.

Police found the baby after receiving two anonymous 911 calls. The house in the 900 block of Gold St. has no electricity, telephones or running water. The baby was four or five months premature; police said they didn't know the baby's sex.

Police said they are looking for a black woman known as Jacquette Quetta, 26 to 28. She last was seen wearing a white knit cap, blue jeans, a beige jacket and tennis shoes. She frequents the area around Pennsylvania Avenue and Cumberland Street, police said.

Young shooting victim dies of wound

A young man who was shot Tuesday night in Northwest Baltimore died early yesterday at Sinai Hospital, police said.

Michael Hill, 18, of the 5000 block of Queensberry Ave. was shot about 9 p.m. in the 3000 block of W. Garrison Ave. during an apparent robbery attempt, said Homicide Detective Ronald Berger. He died at Sinai Hospital about 2 a.m. yesterday.

TOWSON -- The county school board has decided to declare Aigburth Vale -- the once-grand mansion and local landmark that has fallen into disrepair -- surplus property, returning it to county government control.

The school board will retain use of 1.6 acres of the nearly 5-acre plot for a softball diamond that is used by the adjacent Towson High School's physical education program. The house, parking areas and driveways will be returned to the county, the board decided Tuesday.

The building has been owned since 1950 by the school system, and most recently housed its Office of Adult Education. The school system is relocating that department and has not set a date for vacating the property, which the county has said it likely will sell or lease to an individual or partnership interested in rehabilitating it.

Hispanic Advisory Council plans citizenship workshop

TOWSON

TOWSON -- The Baltimore County Hispanic Advisory Council will hold its second annual citizenship workshop Saturday at the Towson State University Union.

More than 130 people, ages 18 to 93, attended last year's event. The workshop this year again will provide all the services, including fingerprinting and photographs, forms and advice for people who are eligible for but have not yet taken steps toward U.S. citizenship.

Workshop hours are 10 a.m. to 2 p.m. in the Susquehanna Room. Information: Manuel Alban, 893-5052.

Liquor board won't punish owner of North Point store

NORTH POINT

NORTH POINT -- The county liquor board has decided against punishing the owner of a North Point liquor store where police arrested his son and seized marijuana and a stolen revolver in a raid 14 months ago.

The board found that William F. Meyers Sr., the licensee of North Point Liquors, was unaware of his son's illegal activity in the establishment in the 3800 block of North Point Blvd. The son, William Fred Meyers, 38, of the 4000 block of Keeners Road in Middle River, pleaded guilty to a drug-manufacturing charge and received an 18-month suspended sentence.

In other action this week, the board voided the restaurant license of the vacant Opitz Raw Bar and Crab House in the 9700 block Pulaski Highway, which closed April 30 and is involved in bankruptcy proceedings.
