Wicker senior associate at Millman Search Group

Millman Search Group, a Baltimore-based national retail industry executive search firm, announced that Debbie Wicker was named a senior associate and assigned to the firm's headquarters. Most recently she was with the Talbots retail chain and has held positions as a buyer and manager for ARA Leisure Services, the Hecht Co. and Jos. A. Bank. The Cardinal Shehan Center/Stella Maris, a comprehensive-care facility in Dulaney Valley, has appointed Sister Karen McNally, R.S.M. executive vice president and chief operating officer. Also announced were the selections of Susan Roche as senior vice president, clinical services, and Allen Michael Baldwin as senior vice president for facilities and services. Gray Kirk/VanSant announced that Steve DeSantis was named vice president of the Baltimore-based ad and public relations firm. A journalism graduate of the University of Maryland, he has been with the agency since 1994 and most recently served as a management supervisor. Among the GKV national and regional accounts he managed were BMW, Excedrin and Weight Watchers International.

Kevin F. Wille joins Casey & Associates/Oncor

Casey & Associates/Oncor International announced that Kevin F. Wille joined the Baltimore-headquartered commercial and industrial realty company's downtown office as an office marketing specialist. A business administration graduate of the University of Delaware, he was formerly a commercial lender with First National Bank of Maryland.

Frances O'Connell Taylor joins Gordon, Feinblatt

Gordon, Feinblatt, Rothman, Hoffberger & Hollander admitted Frances O'Connell Taylor to the Baltimore law firm as counsel in their employment law department. A specialist in immigration law, she is a law graduate of the University of Georgia and received a master of laws degree from the London School of Economics. Ms. Taylor, a resident of Baltimore County, is also author and editor of the Maryland Handbook on Labor and Employment Laws. Monumental Life Insurance Company announced that Ralph L. Arnold was named senior vice president. He had been the company's vice president and controller. Mr. Arnold received a bachelor's degree in accounting and a master's in business administration from Loyola College. He is chairman of the Life Insurers Conference financial officers committee and a member of the textbook committee for the Insurance Accounting and Systems Association. Provident Bank of Maryland named Kerry T. Evans consumer loan consultant at its headquarters branch. A former branch manager for Commercial Credit Corp., the Ohio State University graduate will develop in-branch sales and provide on-site and at-home service to those seeking loans, as well as serving as a business-to-business liaison for area companies.
