Shugars appointed by Comcast Cable
Comcast Cable has named D. J. Shugars telephone and new products business manager for the suburban cablevision company. She will oversee Sprint Long Distance, supervising the sale and distribution of digital telephones, and marketing new technologies for Comcast.
Young, Seltz promoted at William M. Mercer
William M. Mercer Inc. announced that Wendy L. Young has been selected as a principal in its Baltimore office.
A graduate of the College of William and Mary, she is a certified employee benefits specialist and is active in several professional organizations.
The national benefits and human resources consulting firm also named Steven P. Seltz an associate at Baltimore.
An MBA graduate of the Wharton School, University of Pennsylvania, he joined the firm in 1994 as a senior consultant after a 12-year career in the human resources field.

Four named partners at Piper & Marbury
Piper & Marbury, an international law firm headquartered in Baltimore, announced that Jay G. Cohen, Eric B. Miller and Eric Paltell were made partners in the firm's Baltimore office and Benjamin S. Boyd was made a partner in the Washington office.
Mr. Cohen is a corporate and securities lawyer representing firms seeking venture capital financing; Mr. Miller practices in bankruptcy, reorganization and creditors rights; and Mr. Paltell represents management in matters of labor and employment law. Mr. Boyd's practice emphasizes product-liability litigation.
El-Mar Associates, a Woodlawn-based firm specializing in insurance and financial services for women, has announced that Rachel Heird joined the firm as a sales representative. A former manager with Signet Bank, she is a graduate of Randallstown High School.
Signet promotes Lawson and Shapiro
Signet Bank appointed June A. Lawson, an MBA graduate of the University of Baltimore, and Cynthia M. Shapiro, also a University of Baltimore graduate, as assistant vice presidents. They will perform audits on the bank's customers/prospects to ensure correct collateral and financial information with regard to load structure.
The Reeves Agency chose Annette G. Saxon as its public relations director. A University of South Carolina graduate, she was president of the Saxon Agency before joining the Baltimore-based ad and public relations firm. The agency also announced the selection of Robert Hynson and Kathryn Linde as co-creative directors. They will oversee all aspects of creative development for the agency.
Nevins & Associates, the marketing and public relations firm headquartered in Owings Mills, named Mitchell Schmale as an assistant account executive. A former producer for WMAR-TV, he holds degrees from Washington and Lee University.

Deeley promoted at MacKenzie/O'Conor
MacKenzie/O'Conor, Piper & Flynn Commercial Real Estate Services has named Karen S. Deeley as administrative manager of the brokerage division. She previously was a consultant and a vice president in the commercial real estate division of the First National Bank of Maryland.
