Austere budget expected today from governor

Gov. Parris N. Glendening is expected to propose an austere state budget today, with total growth of less than two-tenths of 1 percent over this year's spending plan.

Total spending for the fiscal year beginning July 1 would be $14.7 billion, an increase of $22 million over this year, according to legislators who were briefed yesterday.

The governor will formally present his spending plan and discuss his legislative priorities in his State of the State address at noon today. It will be broadcast on WBAL-AM and Maryland Public Television (Channels 22 and 67).

Taylor apologizes for comment about governor

House Speaker Casper R. Taylor Jr. apologized yesterday for calling the governor "two-faced" in an interview with The Sun.

"That one comment, I deeply regret. I apologized to the governor, and I'm apologizing publicly," said Mr. Taylor, an Allegany County Democrat.

His comment about Gov. Parris N. Glendening was contained in an article published Sunday.
