Maritime consultant named to port's new planning post Broadwater will try to bring more cargo

M. Kathleen Broadwater, a maritime industry consultant with 20 years' experience, has been named to the newly created job of director of strategic planning and development for the Maryland Port Administration.

Ms. Broadwater is a principal in the transportation consulting practice of Booz-Allen & Hamilton Inc., where she has worked for the past fifteen years. At the McLean, Va.-based international firm, she has provided consulting services to more than 30 ports in the United States, Canada, Mexico and South America.

The new post -- one of four top-level director jobs at the MPA -- was created by Tay Yoshitani, the port's executive director, in an effort to beef up the port of Baltimore's efforts to target and attract cargo.

Ms. Broadwater, 43, is experienced in strategic planning and financial and market analysis for both ports and ocean carriers. Before joining Booz-Allen, she worked for Lykes Bros. Steamship Co. Inc., where she held various positions, including director of marketing.

She is expected to join the MPA on Feb. 1.

"Her in-depth knowledge of the industry and the market forces driving unparalleled change today should prove invaluable to the port of Baltimore's future," Mr. Yoshitani said.

In recent years, steamship lines that once called at a half-dozen ports on the East Coast have been trimming service. Ports are competing intensely against each other for service and cargo.

"The challenge is to understand and identify what's happening in the marketplace and what the future trends will be," Ms. Broadwater said yesterday.

"A big part of what Baltimore should focus on is noncontainer cargo, like automobiles and forest products," she said.

Ms. Broadwater is a graduate of Stephen F. Austin State University in Texas and earned a master's degree in business administration from the University of Arkansas.
