James Cleveland, a lawyer and low-key former member of the House of Representatives from New Hampshire, died in New London, N.H., Sunday of complications from a stroke. The Republican served in Congress from 1963 to 1981 and in the state Senate from 1951 to 1963. The federal building in Concord was named after him before he died. He helped negotiate construction of a scenic highway that runs through the heart of New Hampshire's White Mountains, bringing together environmentalists and federal and state highway officials.
