Commission recommends judge's reappointment

The Trial Courts Judicial Nominating Commission for Carroll County recommended to Gov. Parris N. Glendening last week that Circuit Judge Luke K. Burns Jr. be reappointed to another term in Carroll County Circuit Court.

His term officially ended Friday.

Judge Burns began serving on the Carroll County Circuit Court in 1979, when he was appointed by Gov. Harry Hughes. He was elected to 15-year term in 1980.

Louna S. Primm promoted at Carroll County Bank

Carroll County Bank and Trust Co. has promoted Louna S. Primm to senior vice president and chief lending officer.

Mrs. Primm, who has been manager of the Westminster-based bank's commercial loan department since March 1985, will oversee all bank departments dealing loans, including commercial loan, consumer lending and credit services.

A graduate of the National Commercial Lending Graduate School at the University of Oklahoma and the Stonier Graduate Banking School at the University of Delaware, Mrs. Primm joined Carroll County Bank as a management trainee in January 1974.

She is also president of the Carroll County Development Corporation and vice chairman of the Carroll County Economic Development Commission.

Bank officials also announced that Elizabeth A. Brown has been promoted to manager of the commercial loan department. Mrs. Brown, a graduate of Gettysburg College with a bachelor's degree in business administration, joined the bank in October 1987.

Mrs. Brown will be responsible for all commercial lending and cash management activities for corporate and small business customers.
