Funeral director joins county Planning Board

The Howard County Planning Board got a new member yesterday, an Elkridge funeral director who replaces the only remaining board member appointed by former County Executive Elizabeth Bobo.

Gary L. Kaufman, owner of Kaufman funeral homes in Elkridge and Baltimore, replaces Dale Schumacher, also of Elkridge, a HTC hospital management consultant and five-year member of the board. Mr. Schumacher's term expired May 1, and he declined reappointment, citing business obligations.

The board's membership has tended to be spread out geographically, with its five members representing Columbia, Ellicott City, the west county and the county's southeastern edge, which includes Elkridge.

The board approves plans for all Columbia developments, as well as projects in a limited number of zoning districts. It also reviews zoning matters before they are decided by the Zoning Board or the Board of Appeals.

Mr. Kaufman, 55, a Republican, grew up in Catonsville and has lived in Elkridge for 23 years. He served on the panel that drew up a comprehensive plan for the development of Elkridge in 1976 and 1977. He also has served on the county Library Board and a board that directs activities of the Elkridge Library.

Yesterday, the board also elected a new chairman, Theodore Mariani of Daisy, and vice chairwoman, Cathy Hartman of Ellicott City's Columbia Hills neighborhood.

Mr. Mariani, who does design and development work in the Washington area, is known among developers -- especially Columbia's developer, the Rouse Co. -- for his pointed criticism of plans that come before the board. He replaces Joan Lancos, a resident of Columbia's Sebring neighborhood, who will continue as a board member.
