Baltimore Mayor Kurt L. Schmoke's campaign declared victory over Democratic challenger Mary Pat Clarke at 10:40 p.m. last night with a majority of the city's precincts having reported.


In the race for the Democratic nomination for president of the Baltimore City Council, Councilman Lawrence A. Bell III declared victory over four contenders with 94 percent of the vote counted.


Political newcomer Joan M. Pratt defeated veteran Julian L. Lapides by 8,000 votes in the Democratic primary race for Baltimore City comptroller with all but one precinct reporting.
