New positions

* London Fog Industries, a designer and maker of quality rainwear and outerwear with headquarters in Eldersburg, announced that William Dragon Jr. was appointed president of its Seattle-based Pacific Trail subsidiary.

* HTS, a regional cable sports network based in Bethesda, has chosen Debra Peitavino as operations manager.

* Baltimore International Culinary College has appointed Larry Kant to its hospitality management faculty. He was formerly director of purchasing with Harbor Court Hotel.

* 84 Lumber named Tony Edwards as co-manager of its Overlea store and Steve McBride as co-manager of the Timonium store.

* The Orkand Corp. has selected Anthony Schulien as director of contracts for the Silver Spring information technology and consulting firm.

Legal and insurance

* El-Mar Associates has named Gilbert M. Polt a sales associate for the Woodlawn-based insurance and financial services firm.

Financial services

* Mercantile-Safe Deposit & Trust appointed Thomson C. Willard a senior vice president in the private banking group. He was formerly NationsBank senior vice president for professional and executive banking.

* Provident Bank of Maryland announced that Carl Furman has joined its subsidiary Provident Mortgage Corp. as a loan officer in the Towson office.

* First Capital Corp. has named James T. Pierce vice president and regional manager for the mid-Atlantic region. The office is in Towson.


* Stegman & Co., accountants and management consultants, announced the appointments of M. Conor Quinn and Laurie Mergler as managers and Craig Gingrich to supervisor.

* Ellin & Tucker appointed Laurel A. Haarer to the accounting and auditing department of the Baltimore-based accounting and management consulting firm.

Commercial real estate

* Prime Retail, announced the appointments of Melody Brandon as regional director of leasing, Pacific and West; Bruce W. Frankel, director of leasing, Northeast region; Susan J. Germack, leasing executive, Midwest region; and Drew D. Steele, leasing executive, Southeast region. The Baltimore-based developer of outlet centers also named Karen Foster as a leasing negotiator.
