Man posing as manager cons cash from customer

A well-dressed young man who claimed to be the manager of an Annapolis restaurant took a customer's check and $20 Tuesday afternoon, promising he would return with her change. But the man turned out to be a con artist who never returned, county police said.

The man approached the woman, whom police would not identify, about 1 p.m. as she was finishing lunch at the TGI Fridays restaurant in the Annapolis Harbor Center on Solomons Island Road. He told her he was the manager, asked her about the quality of her meal and the service and looked at her bill.

The man told the woman he would take the bill and her money, pay the cashier and return with her change. When he didn't come back, she told her waiter, who informed the real manager, Walter Charles Hawker, 30, who returned the woman's $20 and called police.

Public forum on development plan

The county Department of Planning and Code Enforcement will hold a public forum on the General Development Plan Tuesday at Southern High School.

Members of the Long Range Planning Section will discuss the plan and answer questions from 6 p.m. to 9 p.m. The school is at 4400 Solomons Island Road, Harwood.

Naval academy promotions announced

The Naval Academy has announced the promotion of 18 faculty members.

Promoted to full professor are: Craig K. Bailey and B. Mitchell Baker, of the mathematics department; Thomas E. Bechert and Jerry W. Watts, weapons and systems engineering; Irene M. Engle, physics; Patrick J. Moran, mechanical engineering; David P. Peeler, history; and Joyce E. Shade, chemistry.

Faculty members promoted to as sociate professor with tenure are: Allyson Booth and Nancy A. Mace, English; Marianne Bosshard, language studies; Martin E. Cerza and Mark J. Harper, naval architecture and ocean and marine engineering; Sonia M. Garcia and T. S. Michael, mathematics; Matthew J. Hogan, physical education; Eloise F. Malone and Stephen Wrage, political science; Steven M. Miner and Raouf A. Raouf, mechanical engineering; and Mario E. C. Vieira, oceanography.

Promoted to assistant professor is Joseph S. French, of the physical education department.
