Kasky hired as Ecker's legislative coordinator

Attorney Charles A. Kasky will begin work Monday as legislative coordinator for Howard County Executive Charles I. Ecker.

As legislative coordinator, the 40-year-old Columbia resident will be responsible for drafting legislation proposed by Mr. Ecker. He also will act as a liaison to the County Council, which must approve legislative proposals if they are to become law.

A graduate of Emerson College in Boston, Mr. Kasky has been working for the General Assembly in Annapolis since 1989 as counsel to the Department of Legislative Reference. He received his law degree from Rutgers University in 1985.

Mr. Kasky will be paid $56,179 a year. He replaces longtime Columbia resident Rosalia Feinstein, who is retiring.

Ms. Feinstein held the appointed position nearly 17 years, serving four county executives. She was cited as "the most valuable employee in county government" in a 1990 report given to Mr. Ecker by a task force studying governmental procedures.

Ms. Feinstein and her husband, Stanley, will move to New Mexico later this month.
