Man arrested after scuffle with officer

County police arrested an Annapolis man Tuesday after a police officer was punched in the face as the officer tried to arrest him in Freetown.

County police said yesterday that Cpl. Michael Belcher was on foot patrol in the 7800 block of Levy Court about 12:30 a.m. when he saw a man standing in front of a building that police say is frequented by drug dealers and users.

When the officer asked for identification, the man said he didn't have any and put his hand into his pocket. Corporal Belcher ordered the man to take his hand out of his pocket and grabbed it when the man refused.

The man punched the officer several times in the face, put something into his mouth and ran, police said.

Corporal Belcher caught and handcuffed the man, who continued to resist, then sprayed his face with Mace, temporarily disabling him. Police said they did not find the object the man had put into his mouth.

Phillip Joseph Palmer, 29, of the 1100 block of Eastport Terrace was charged with assault with intent to avoid arrest and assault and battery.
