Harford Memorial elects Arfaa staff president

Dr. H. A. Arfaa, president-elect of the Harford County Medical Association, was elected president of the medical staff at Harford Memorial Hospital in Havre de Grace. He also was named chairman of the medical executive committee at Harford Memorial and is a member of the board of directors of the Upper Chesapeake Health System.

He also is a representative of the Harford County Medical Association Legislative Committee of Med Chi in Annapolis.

Dr. Arfaa, who opened offices in Bel Air and Fallston 23 years ago, is associated with Harford Memorial Hospital in Havre de Grace, Franklin Square Hospital in Essex, and Maryland General Hospital in Baltimore.

Dr. Arfaa completed his internship and residency in general surgery and his subspecialty in plastic, hand, facio-maxillary and reconstructive surgery in New York and New Jersey.

Dr. Arfaa previously served as president of Harford Memorial Hospital for two terms and president of the Harford County Medical Association for one term. He has been chief of plastic, hand, facio-maxillary and reconstructive surgery at Harford Memorial Hospital from 1972 to date and also was chief in the same capacity at Franklin Square Hospital.

He is a fellow of the International College of Plastic and Reconstructive Surgeons.

William H. Harloe Jr., a franchisee of Burger King Corp., has been re-elected vice president of the Mid-Atlantic Franchisee Association. In this capacity, he will represent 300 Burger King locations in Maryland, Virginia, Pennsylvania and Washington.

As an officer of the MAFA, Mr. Harloe also will serve as a director of the National Franchisee Association, which represents 5,000 Burger King Restaurants in the United States.

He also has been appointed to the NFA's government affairs committee.

Mr. Harloe lives in Bel Air with his wife, Diana, and their three children.

Rudez named to chair executive board

Richard W. Rudez, district manager of customer service and sales for the U.S. Postal Service, was named chairman of the Baltimore Area Federal Executive Board.

In his new position, Mr. Rudez, of Bel Air, will oversee the executive board, which enables local agencies to coordinate projects and solve problems by taking a shortcut through bureaucracy. The Baltimore Federal Executive Board was formed 1969. The board annually recognizes federal employees who excel in their area of expertise or perform outstanding community service.

As manager of the Baltimore District of the Postal Service, Mr. Rudez is responsible for 6,639 employees who serve approximately 3.5 million customers through 271 post offices.
