Man holds police at bay for two hours

A Millersville man held county police at bay for more than two hours Wednesday night after he threatened a man who tried to serve him with a civil summons, officials said.

Robert L. Mend, 34, a representative of Chesapeake Recovery Inc., went to the man's house in the 1700 block of Severn Chapel Road about 8:40 p.m. The man locked himself in a closet to avoid being served, then came to the door and pointed a handgun at Mr. Mend, police said.

Police sent a hostage negotiation team and members of the special operations section to the scene. The negotiators persuaded the man to surrender about 11 p.m.

William Thomas Cailloutte, 55, of the 1700 block of Severn Chapel Road was charged with assault, police said.
