March 22, 1995

A county police officer who stopped the driver of a van for speeding Monday morning arrested the man on a drug charge after finding a bag of marijuana in the vehicle, a police report said.

Northern District Officer Richard Schinzel was on routine patrol about 4 a.m. when he clocked a 1995 Dodge van doing 70 mph in a 40-mph zone on W. Nursery Road, police said. He stopped the vehicle at the ramp that leads onto the Baltimore-Washington Parkway and talked to the driver, who had no license.

When he asked the driver to get out of the van, a bag dropped from his lap to the floor. The contents of the bag field-tested positive for marijuana, police said.

Rayner Keith Mitchell, 25, of the 4700 block of Bonnie Brae Road in Randallstown, was charged with possession of marijuana, police said.
