Edward Roberts, 56, a quadriplegic on welfare who used a 1984 MacArthur Foundation grant of $225,000 to help found the World Institute on Disability, died Tuesday in Berkeley, Calif., of an undisclosed cause. The institute is influential policy and research center in Oakland, Calif. Years earlier, the childhood polio victim led a battle to have the University of California house disabled students and co-founded the Center for Independent Living in Berkeley. He taught political science at the university for six years. He directed California's Department of Rehabilitation from 1975 to 1982.
