New positions

* Baltimore International Culinary College, with campuses and training facilities in Baltimore and Ireland, named Raymond L. Joll vice president of enrollment management. Also, Richard Petras, formerly with Ramada Inns, was named general manager of its Mount Vernon Hotel and Washington Cafe.

* Harbor Court Hotel named Holly Forbes executive chef. She will oversee the operation and cuisine of the hotel's four-star in-house dining facilities, Hampton's and Brighton's.

* Columbus Center Development appointed Eric W. Leaper to chief engineer and Terrie C. Chavis to chief of security for the marine biotechnology research and training facility.

* May Ambulance Service, the medical transport company based in Woodlawn, named John Oliveira chief dispatcher.

Financial services

* Signet Bank named C. Wayne Penick executive vice president of educational funding. He will manage the bank's national student lending business. The bank named Lisa M. Hoey manager of its Parole branch office.

* Reservoir Capital Corp., Baltimore-based financial services company, appointed J. Bruce Pavesich, formerly a vice president with First National Bank of Maryland, senior vice president for sales.

Professional

* Rummel, Klepper & Kahl, consulting engineers, named Michael W. Meyers an associate. He will manage water, wastewater and hazardous waste projects for the Baltimore-based company.

* Grabush, Newman & Co., certified public accountants, announced that Krista M. Haynes has joined the firm as marketing coordinator.

* Katz, Abosch, Windesheim, Gershman & Freedman promoted Claudia R. Wolter to manager and named Larry I. Strauss to the firm as a staff accountant.

* Riemer Muegge & Associates, Columbia-based engineers and planners, appointed Graeme C Lake project manager.

Health care

* RLT Medical Associates appointed Dr. Melvin L. Keller chairman of its medical advisory committee. Among his responsibilities will be that of consulting physician to the Center for Telemedicine, in Timonium.

* Century Mental Health named Daria M. Todor director of its newly formed employee assistance program division.
