Insurance broker indicted in Harford

A Harford grand jury indicted a Bel Air insurance broker yesterday, charging him with felony theft, fraudulent misappropriation of funds by a fiduciary and various state income tax offenses.

William Thomas Tawney, 49, of the 1800 block of Prindle Road was arrested and held in lieu of $50,000 bond yesterday. The indictment ended a seven-month investigation by Bel Air police, who alleged that Mr. Tawney sold policies to an unspecified number of clients and accepted substantial first premiums, but never forwarded the policy applications to any insurance carrier.

Mr. Tawney also was charged with conspiracy to commit theft. The tax charges allege that he filed false returns in 1991 and 1992 and failed to file a tax return in 1993, police said.
