New positions

* Senior Campus Living, a life care retirement community operator, has appointed Edward V. Meeks, a 24-year personnel administration veteran, as director of human resources. The graduate of St. Mary's Seminary and George Washington University was formerly with the Trinity Assembly of God Church, McCormick & Co. and Stewart & Co.

* Jos. A. Bank Clothiers named Skip Briggs senior vice president, retail stores. He joined the Baltimore-based clothing maker and retailer as a vice president, charged with starting the firm's catalog store division.

Advertising and PR

* Trahan, Burden & Charles announced that Terri Burke, formerly of Mullen Advertising and Alan M. Reisberg, formerly with Dell Computer Corp., have joined the Baltimore-based ad agency as executive vice presidents and account directors. The firm also named Seth J. Katzen a senior account executive.

* Callahan & Co. named John Weinstein an assistant account executive. Prior to joining the Baltimore ad company, the Towson State grad was an assistant media buyer with Saatchi & Saatchi, New York. The agency also named Michael C. Wilmeth traffic manager; he was formerly advertising coordinator with retailer Woodward & Lothrop.

Legal and insurance

* Rollins, Smalkin, Richards & Mackie elected Francis B. Buckley a partner in the Baltimore law firm.

* Adelberg, Rudow, Dorf, Hendler & Sameth announced that F. Kirk Kolodner has become a principal.

Financial services

* Signet Bank appointed C. Wayne Penick executive vice president, educational funding. He will manage the bank's national student lending business. Celene M. Toth was named assistant vice president Maryland public affairs.
