Rutherford is appointed head of Department of Procurement

County Executive Eileen M. Rehrmann Thursday named Wilson R. Rutherford III to replace John J. O'Neill Jr. as head of the county's Department of Procurement.

Mr. O'Neill was named interim warden of the Detention Center by Sheriff Joseph P. Meadows last month and will officially take over there Jan. 15.

Mr. Rutherford, 49, will come to the county post from the Maryland Department of Economic and Employment Development, where he was director of the Maryland International Division.

A retired Army colonel, Mr. Rutherford spent two years as commander of support activity at Aberdeen Proving Ground and later was an Army assistant chief of staff in charge of logistics for deploying personnel and supplies to Saudi Arabia during the Persian Gulf war.

At DEED, he was responsible for promoting trade for Maryland's small and mid-size companies and attracting foreign investment. Bill Rutherford brings a unique perspective to Harford County," Mrs. Rehrmann said. "His management experience in finance and budgets and contracts and procurement, as well as personnel and resource management, make him a welcome addition to the management team of Harford County government."

Mr. Rutherford's appointment must be approved by the County Council. He is expected to begin his duties next month.
