BALTIMORE -- City and county police arrested the former husband of a West Baltimore woman who was found dead Sunday and charged him with first-degree murder yesterday morning.

Police captured John Ralph Allen, 47, in a restaurant parking lot in the 6600 block of Security Blvd. about 10:50 a.m. after they received an anonymous tip.

Mr. Allen, who also was charged with battery and assault with a deadly weapon, was remanded to the Baltimore City Detention Center without bail pending a bail review hearing, police said.

Laranaye Snipes, 34, was strangled with a pillow case in a house in the 300 block of N. Carrollton Ave. -- where she and Mr. Allen had been living with her father, Frederick Williams, police said.

Mr. Williams told police he found his daughter's body about 1:30 p.m. Sunday.
