Drunken driving charge in fatality

A 32-year-old Severna Park man was charged with drunken driving yesterday in the death of an Arnold woman who was struck and killed on Route 450, north of Annapolis and the Old Severn River Bridge.

Rosemarie Parr Franks, 38, of the 1600 block of Camden Court in Arnold apparently was walking on Route 450 near Manresa Road when she was hit about 1:20 a.m. yesterday by a 1990 Mazda, Anne Arundel County police reported.

Ms. Franks was pronounced dead at the scene.

Police said the driver, James B. Nichols, 32, of the 700 block of Monmouth Ave. in Severna Park, drove home before calling police.

Mr. Nichols was arrested and charged with driving under the influence, police said.

Police said they did not know why Ms. Franks was walking in the four-lane, divided highway.
