Bill may change business zoning

A resolution introduced during the Town Council meeting Monday night would give Hampstead residents the opportunity to express their views on the zoning of the Roberts Field Business Center.

Councilman Wayne H. Thomas introduced the resolution. If adopted, it would change the shopping center's zoning from general business to local business, said Town Manager John A. Riley.

As part of the resolution, a public hearing would be held at the Dec. 13 council meeting, he said.

The council is also asking the town's Planning and Zoning Commission to make a recommendation, Mr. Riley said.

Local business zoning, designed to provide retail services to a residential community, is more restrictive than general business use. Veterinary clinics, bowling alleys and hotels are some uses allowed in general business zoning but prohibited in local business districts.

A proposal similar to Mr. Thomas' -- offered by commission member Dennis Wertz -- was rejected on a 3-2 vote during the Oct. 24 planning and zoning commission meeting.

Mr. Wertz had suggested that the commission -- which cannot change zoning -- ask council members to consider rezoning the Roberts Field Business Center.

During Monday's meeting, council members also agreed to repeal two ordinances -- concerning dogs, and building and plumbing -- that are duplicates of the Carroll County codes.

Council members tabled a third ordinance, which would have separated the Hampstead Ethics Commission from the municipal Board of Elections.

"We need three members to form the commission," said Mr. Riley, adding that only two residents have indicated a slight interest in serving.

"It was felt if we disbanded the committee, we wouldn't have any ethics commission," he said.

Members are hoping more residents will come forward within the next month, he said.

In addition, council members introduced an annexation request for Lizzie's Lockers on Route 30. Lizzie's is a self-storage facility owned by Martin K. P. Hill and Jack Reedy.
