Outlook: The Bullets are the surprise team of the NBA season and hope to improve to 3-0 against the winless Sixers. Bullets coach Jim Lynam spent the past two years as general manager of the Sixers. Philadelphia is 0-3 under new coach John Lucas after Monday's loss at Chicago. Clarence Weatherspoon (21.3 ppg, 9.3 rpg) leads the Sixers, who have had disappointing production from 7-6 center Shawn Bradley (2.6 ppg). For the Bullets, G Rex Chapman is scoring 23.5 ppg, yet was left off the All-Star ballot announced yesterday. Tom Gugliotta, Don MacLean and Scott Skiles are the three Bullets on the ballot. Gugliotta, who sat out Monday's practice with an eye infection, practiced yesterday and will play. MacLean, who missed the first two games with a blister on his foot, has practiced the past two days and is expected to play tonight.
