Man charged with drug, paraphernalia possession

An Odenton man was arrested on drug charges Saturday morning after police found him with a beer can that had been turned into a pipe, police said.

Officer Michelle Mangold was on routine patrol shortly after 1 a.m. when she heard a noise coming from behind a bar in the 7900 block of Telegraph Road. She checked the area and found a man holding a smoking Budweiser can that had several small holes in it, police said. She searched the man and found a bag of suspected marijuana in his pants pocket, police said.

Russell Allen Rice, 31, of the 400 block of Oakton Road was charged with possession of marijuana and possession of drug paraphernalia, police said.
