S. Burns Weston, 90, a retired lawyer and civic leader who worked in the New Deal, died Friday of cancer at his home in Keene, N.Y., in the Adirondacks. He began to practice law in 1929 in Cleveland. In 1935, he joined the administration of President Franklin D. Roosevelt, serving as an official of the National Youth Administration in Ohio and, later, in Washington. From 1942 to 1944, he served on the Anglo-American Caribbean Commission in the State Department. In 1944, he returned to Ohio to become the executive director of the postwar planning panel of the Greater Cleveland Development Council.
