License commissioners approve 4 liquor permit transfers

Carroll County's Board of License Commissioners has approved the transfer of four liquor licenses in the county.

The transfers, approved Tuesday, were:

* A Class B Beer, Wine and Liquor restaurant license from Glenn Heath to Vincent J. and Joanne M. Lioi. The Eldersburg restaurant, for merly known as Ocean Pride, will now be Reflections Restaurant and Lounge.

The license permits liquor sales any day of the week and the sale of beer for consumption off the premises.

* A Class B Beer and Wine restaurant license from Frank Chris Cappadora Sr. to R. Michael Globus. The former Nick's Pizzeria and Carry-Out in Hampstead will be Tim and Judy's Place.

The license permits beer and wine sales Monday through Saturday for consumption at the restaurant or off the premises.

* Karen J. Heckner, who owned The Cove restaurant in Westminster, was allowed to add John H. Shenasky to her Class B Beer, Wine and Liquor restaurant license. The establishment will now be known as Fiestas Restaurant.

The license permits liquor sales any day of the week and the sale of beer for consumption off the premises.

* Melvin R. Higgs of Half Pint Inc. was permitted to add his son, Bryan K. Higgs, to his Class A Beer, Wine and Liquor license. A location transfer was granted, allowing the Higgs to use the license at a new package goods store, Winfield Liquors, 1707 W. Liberty Road.

Melvin Higgs had been using the license at Little George's, 1709 W. Liberty Road.

The license permits liquor sales Monday through Saturday for consumption off the premises.

The board postponed until next month a hearing to transfer the Class A Beer, Wine and Liquor license for Penn Mar Liquors from Wesley R. and Delores D. Furnkase to Marsha D. and Frank K. Boyd Sr.
